Yes. It's basically a website that is created and run by LMS. It can be opened using localhost, or, as I do, on my local router network 192.168.1.X. No need for an external network connection. But you are right, that functions that require network access cannot work - no streaming, no automated update downloads, etc. But LMS does not require an available internet connection to function.
