This is very interesting. SN will use port 3483 as well as any ports for radio stations. Do you have any problems connecting to SN itself, or navigating the menus? If the problems are only with radio stations, it's likely they are on a port that your ISP is throttling. You should find out which port(s) you have problems with and ask them about it.
