Couple of notes:
Since all the BBC streams are working for me at the moment, that
means scanning via that ASX file will likely work fine too, which
explains why it's working for you. But using the ASX will probably
break again whenever they update their IP blocking.
The fix I put it requires a different URL, so you should go via Slim
Devices Picks -> By City -> London or By Webcaster -> BBC to get the
URL.
Here are the proper URLs that instruct SN to bypass scanning and
default to audio stream 2 (48kbps):
