It's comparatively difficult to reach Europe wide agreements on music licencing because you have to deal with each country's licencing body separately and comply with national laws and regulations, but still ensure that the treatment given to consumers in each country is equivalent / equal under EU law. Also the big music labels haven't traditionally seen Europe as much of a market. Hence why Last.fm, Emusic and the like which are available in Europe tend to be about the smaller, independent labels. Napster is the exception which shows it can be done (although I doubt they're making much money in Europe - we are considered horribly resistent to the idea of "renting" music and paying for something we don't own).
