To embellish the last reply a bit, the two major network capacity
metrics are latency and bandwidth.
In other words, length and size of the pipe.  Bandwidth constriction
can have an apparent effect on latency, in that it can cause an
increase in the number of timeouts, requiring packets to be resent.

You might want to periodically test your connection using something
like the tools at broadbandreports.com, which will give you a better
sense of your pipe.  Running traceroute may give you some useful info
as well.
