Actually, I think this should be user-selectable behavior.  Perhaps as
you state below, but I may also want all Pandora tracks scrobbled
without me having to "thumbs up" them.

I keep getting the feeling that having last.fm scrobble my Pandora
tracks is too much Web 2.0 ;-).
