The iPlayer MP3 stream would be available to UK listeners - so the issue may be more commercial (i.e. BBC) rather than technical - although the technical would have to be examined by Logitech as delivering a service 24/7 on a server to many users is a lot different to one user and there are issues such as additional load on BBC servers.
