Andy commented a few days ago that the menu was reorganized because having all the radio services at the top level "was tried and everyone hated it. The menu was way too huge." I still think having all of them listed at the top level is best, but assuming it is not feasible, obviously it would be impossible to reach a consensus on which services merit top spot and which ones should be relegated to sub-menus.
