It is the solution *if* the issue is DNS caching. If your device or your router (or even your ISP) is remembering the DNS settings for abc.com, but now xyz.com is needed, DNS caching will keep trying the incorrect abc.com for ever. So in this case flushing the old incorrect DNS info will force the new DNS info to be utilized.
