Yes, it's always been "some" systems only. The behaviour changed though, a while back. Previously on the systems where the restart would work, there were issues logging out of your Linux. When we fixed this, some of the other systems were able to restart, while previously capable systems no longer did. Whatever. Just restart using your OS' tools.
