IIRC When the BBC reinstated the HD stream they said they had also done
a better geo-ip mechanism as the old mechanism they used with the WMA
stream was very "costly". So I think you have been caught by the new
mechanism and so you should report the issue to your ISP. 

The workaround for the WMA URL required getting the actual URL to be
played and not the playlist URL.

Below is the playlist URL - a UK listener will have to provide the URLs
that are inside this playlist for the workaround to be possible
http://open.live.bbc.co.uk/mediaselector/5/select/version/2.0/mediaset/http-icy-aac-lc-a/format/pls/vpid/bbc_radio_three.pls


The workaround (and only for mysb.com) is to add "#noslim=1" to the end
of the radio URL of the station to be played and the modified URL saved
as a Favourite..
