I agree, this sort of audio problem is usually decoding.  If the data
stream is fragmented/chunked (e.g. HLS) and/or embedded metadata and
there is an error in reassembly - then this sort of error can also occur
but I believe Tidal Flac is a normal Flac stream so unlikely.

If the error is in decoding then it should be easily replicated by
anybody with access to Tidal Flac and a Receiver. 
Does Tidal offer a offline capability to download a track ?
