Okay, have done some further testing. What I wanted to do yesterday (friday 13) was to move the last item to the top, and that didn't work in one go. Same today, but now I discovered that if I move the item upwards only one step at the time the change will stick. So move up one step - click on another tab (like Players) and repeat that until done works. Tedious though. Moving items downwards works without any problems at all.
