A google search for "pcre windows" returns plenty of hits. After about 5 seconds of consideration, http://gnuwin32.sourceforge.net/packages/pcre.htm looks like the mos promising.
I remember You that Squid builds on Windows using both MinGW and MS Visual Studio and that the needed build environment is already too complex to setup for a non developer user.
So I think that the adding of any new external library should be avoided if possible.
