It's automatically generated at build time. This happens on all Windows build environments: MS VisualStudio, MinGW and Cygwin.
cf_gen_defines.h is generated from the cf_gen_defines awk script starting from cf.data.pre.

i install Cygwin, Perl but i can't understand how generate this file in
Windows.

Some one can help me?

Check if awk is installed.

But, do you use configure and after make ?

exist documentation about that for windows? i can start from scratch in case
don't exist.

About this specific detail, it should be nothing else to document about Windows: it's the same thing as on Linux or Unix.

Guido
