In both cases you will need to do usual wccp2 setup steps, e.g patching kernel to allow decapsulation of wccp2 packets (I have one sample at http://stingr.net/l/linux-wccp-gre.patch) and set up NAT.
Would you mind massaging the GRE Linux maintainer to try to get WCCP (v1 & v2) support into the Linux kernel?
Now with Linux-2.6 no longer feature frozen and both open protocols it should not be too hard I hope..
