Have now been analyzing the delay pools data you sent, and it looks like 
the current aggregate level has gone completely wild and that this blocks 
all traffic on the proxy.

All three pools looks equally bad.
        Aggregate:
                Max: 320000
                Restore: 320000
                Current: -1907825920

What is your delay pool settings again? Including 
delay_initial_bucket_level.
