Fixed. test-tools/Makefile.am had testheaders.sh listed as a built
binary instead of as a distributed file.
Also fixed other problems in the nightly snapshot procedure where it
forgot to bootstrap the tree, and the snapshots should now hopefully run
smootly again.
Probably need to roll out my attempt at a fix there too.
