[RFC] deprecation of RunCache and RunAccel

According to the FAQ RunCache has been obsolete since squid-2.6 
parent/child auto-restart feature was included.

Same appears to be true of the RunAccel script.
I'm proposing that we stop bundling the scripts as of 3.1. If advance 
notice to users is required then adding it to the schedule for 3.2 would 
be the alternative.
