It used to originally set OPTS and then copy OPTS to a variable of
that name; I left it as that as I assumed it was some convention
needed by autotools targets, e.g. to pass the args to subdirs'
configure scripts.
No, I tend to use OPTS to sub-program options, and Alex added the outer
layer bits.
