No changes to the peer config or expected behaviour. The only thing
remotely related is reduction in pconn pooled for each one. And that
peer selection ends with DNS lookup Comm::Connection creation.

There are some bugs that have popped out of the background completely
unexpected related to the HTTP request text generated.

Fixed. This had side-effects in all cache_peer dependent logics. So very likely your problem is now fixed too.

Plan on getting to this next if nobody else beats me to it. Not exactly
a regression on earlier, but was supposed to be fixed by the new changes.

Seems not to exist any more. Though not exactly sure why.
