[RFC] deprecate hierarchy_stoplist

The hierarchy_stoplist directive has been a rarely needed and redundant 
directive for some time now.

It's useful operation is also performed by this following config:
 acl stoplist url_regex cgi-bin \?
 always_direct allow stoplist

Any objections?
