Both patches should be applicable to earlier Squid versions if you need.
This one will formally only be in 3.5, the 13313 transitional patch may
make it to 3.4 if there is demand.
Since it's not a change on a functionallity but rather a library to
provide the same functionallity I would like to see a 3.4 with nettle
patches in it for better performance.
Tests can be done by me.
I am not in the hours that I can puck the patch and run it so a patch
for me to test will be what I am looking for.
also what could go wrong outside compilation?? at runtime?(ideas)
