wrong time

Hello,

Why is it that squid gives wrong time?

Generated Wed, 03 Feb 1999 13:47:30 GMT by proxy.surfshop.net.ph 
(Squid/2.2.PRE2) 

The correct time should be, 21:47:30.  Squid time is 8 hours late.
I believe this is related to timezone, our time zone is GMT+8.

How do I fix this problem?
