Err... yes.. but no. If the http proxy is on the local lan, it won't use
SOCKS to get to it. If it is on a different network, it will check
/etc/socks.conf or C:\WINDOWS\SOCKS.CNF file, to determine whether to use
SOCKS to get to the proxy. This makes it possible to have proxies either
inside or outside of the SOCKS proxy.
The file locations can be modified by XResources or Registry settings.
The syntax used is that for SOCKS4.
