Peter,

ip_forward appears to be set to 0 by default in the kernel, so for
forwarding to be enabled you must enable it in a script.  I know that by
default Debian, which i am running, does not enable this feature.  If you
search in your init scripts you will probably find a reference to:

echo 1 > /proc/sys/net/ipv4/ip_forward
