proxy that examines HTTP headers in both directions (off-topic)

A while back, I saw an announcement for a small, non-caching proxy (perhaps
written in Perl/Python/Java?) that showed the HTTP headers present in both
the request and the response; does anyone remember where it is? It's to be
used for debugging, etc.

It would be much easier to download it than to write it ;-)
