The time ACLs of Squid are probably well suited for this task.
acl lunch_time time 11:30-13:30
acl lunch_webmail_access src ...
http_access allow lunch_time webmail lunch_webmail_access
(somewhere above where they are denied access..)
or if all machines should be allowed access during lunch hours change
the deny line to
http_access deny webmail !lunch_time
