Query Peer Based on Requesting Client?

I would like to query a particular peer only when the request is
originating with certain clients.  In particular, I don't want to query my
other peers when our Skycache "Cache Adapter" is requesting the file.  I
don't see any way to do this with Squid, but I'm hopeful that I'm just
missing something...  :)
