Is squid realy a cache ?

Hello,

When i request a page one a computer and after the pages is completly
downloaded, I disconnect the connection to the Internet. When I give an
request to the same pages, the will be comming an time out error, and
not the pages witch I requested.

I have set the 1 month for the refresh time 

Please Help me
