It depends of your OS mainly not squid.

But will caching the major task for this machine? If yes, buying
multiprocessor (or even fast single-processor) machine is a waste because
squid doesn't need fast CPU. The RAID controller is a waste too in my
opinion - better use normal SCSI host adapter with many disks and
multiple cache_dir's
