The usual problem with sites like this is that they disable caching
entirely, often because their real payload is advertising, not the
requested information, and that advertising may be targetted at the
individual reader.
Occasionally they make them uncacheable simply because they don't
know how to do otherwise.
Making pages over cacheable is rare, unless you are dealing with a
poorly connected ISP who wants to cache at all costs.
