Simple ACL question

I have a pretty vanilla .conf, with

acl SSL_ports port 443 563
acl CONNECT method CONNECT
.
.
.
http_access deny CONNECT !SSL_ports
http_access allow all
.
.
.

But when I contact a secure site I get 'access denied.' My version info says
'2.0.RELEASE', running on RedHat 5.1. (2.0.35).

Is this a problem with the destination machine?
