ANN: new version of caching docmentation for Web publishers

FYI, I've released a new version of the documentation about caching for
Webmasters and Web authors. It can be found at:
http://www.pobox.com/~mnot/cache_docs/

and is due to be published on a few Webmaster resource-type sites around
the Web; hopefully, this will make for a few more cacheable sites out
there...
