Squid-3 on Debian 9+ requires the libssl1.0-dev package instead of the normal libssl-dev package.
FYI: It is much better to be using the Squid-4 package currently in Debian experimental (due to policy reasons only) if you are building for SSL-Bump behaviours. That package also supports TLS to cache_peer or origin servers natively with GnuTLS.
