[squid-users] Variable traffic limit

I know that using delay_pool I can limit traffic.
But this limitation is constant. I try to explain what i mean.
For example I have 512 kb/s line. If 100 clients connected I limit
each user 5 kb/s. If 10 clients connected I limit 50 kb/s. If only one
client limit is 500 kb/s.
Can squid do something like this?
