WCCP is not standard GRE. WCCP uses a special GRE protocol and is why GRE implementations needs to be patched to support WCCP. If the GRE module is not patched to support the WCCP flavor of GRE then it will silently drop any WCCP pakets as it does not look like valid IP traffic to the GRE module.
