Depends on what you mean by "expire". The credentialsttl setting will make Squid force the user to reauthenticate after a set time period. Since that setting didn't give you what you want, I'm going to guess that you want to issue a temporary account to the user that will become inoperable after a given amount of time. Squid does not have that functionality. If this is what you want, then I need to know what basic auth helper you are using to give you suggestions on how to proceed.
