Isn't it possible that your cache peer requires authentication, or that it doesn't allow your host?

x.x.x.x is my sibling proxy, plain and simply setup with: cache_peer y.y.y.y parent 3128 3130 default
I have given x.x.x.x ICMP Query access (ACL), as well as http query access.....
What am I missing?
