It has experienced a little bit-rotting over time from being a development branch to a development version of Squid, causing some items to fall behind somewhat. The parts we felt most important have been merged into Squid-3. Location header rewrites is however not in this list yet. Until then (and always) I would recommend looking into the eMARA reverse proxy from MARA Systems. This is the origin of the rproxy development branch of Squid.
