You didn't read Henrik's intructions well enough. "killall -0" doesn't actually kill the process; it's a way to check if a process is running. If "killall -0" gave you an error, as Henrik said, check for a pid file (likely in /var/run; you can also use a find to search for squid.pid). If the pid file exists, delete it.
