Are you saying that reconfiguration will always be done by root and
updates can be flexibly done by any non-root user ?

It seems to be a good solution for me..

I also will create a user for another guy here (admin) which will
backup me whenever I am absent. But I don't want to
give him full control over the squid proxy machine ... 
What do you have suggest ?
What kind of right do you think I can delagate to him?
