Only the MSVC and mingw/cygwin gcc compilers have been actively tested with the squid-nt source code. Thats just a warning -if borland's C compiler works thats great.
as for WCCP, you need to enable the appropriate option in the squid config.h, and also figure out how to make NT decapsulate gre and hand it to squid.

As Robert says, the problem is HOW handle GRE packets on Windows. Currently I know nothing able to do this job, so you must wrote from scratch a Windows NDIS intermediate driver for grabbing GRE.
I have already tried to use Borland C++ for build Squid: You should build a totally new compiler environment, so, MinGW is better.
Currently Windows binaries build for WCCP are not useful.
