There is a 1:1 performance improvement while running a SMP kernel yes. But 
for a UP system there is a noticeable performance gain from running a UP 
kernel, especially on applications using a lot of system time.

For applications mainly doing maths on the CPU the difference of a SMP vs 
UP kernel is negliable. But Squid is not such application.
