it works fine for me on Squid 2.5 STABLE4 on AIX and on Windows 2003 (with
cygwin patch)

This is the first thing to do: the 2.3 STABLE 5 is out of support and the
Windows port of 2.3 is very buggy.

This true too on my development system.

Please, anyone can try this URL with a Linux/Unix Squid ?
