Because there is absolutely no need at all to have proxy accounts in the 
system password database.

Webmin has support for a separate proxy password file in the Squid webmin 
module.

This is partly valid, but you could just as well use group files 
referenced via the proxy_auth acl in squid.conf. No prefedined interface 
in webmin for this however.
