[squid-users] Going to parent not direct

I'm trying to make my squid proxy go direct and only use a parent as a 
backup path if direct fails. I have set "prefer_direct on" and 
"nonhierarchical_direct off". I have set the cache_peer as:

cache_peer 203.x.xxx.xx parent 3128 3130 default
All requests are going to the parent insted of going direct. Any ideas what 
I may have done wrong?
