Why you need to build yourself Squid on Windows ? Binaries for Windows are already available.
Again, what build environment ?, what configure options ?
The 2.5 version builds very fine with MinGW.

No, but as I have said, the current Squid 3.0 Windows version is UNSTABLE, so may be that it cannot work.
FYI: I have just checked that with the latest MinGW+MSYS environment, the 3.0 Windows port seems to build correctly and starts from CMD prompt.
