That's right I'm using a parent proxy as showing below:

cache_peer 213.230.0.15 parent 80  0 default
never_direct allow all

 I need to take step back. When you said 'forwarding all
HTTP traffic'
to your ISP. I presumed that you were using a parent proxy
located
at your ISP ?
