The default (8 Mb) is good unless you have very specific reasons to change it. Squid's actual memory usage is depends very strongly on your cache size (disk space) and your incoming request load. Reducing cache_mem will usually also reduce the process size, but not necessarily, and there are other ways to reduce Squid's memory usage (see below).
